I was in an emergency situation, with my ring finger actively swelling up because I had been knocked down during the snow squall of January 2019. The rings were making a tourniquet. I was surprised and dismayed to find that CityMD offices don't uniformly have a tool for cutting off rings. The proprietor of Sal's (I don't know is he is actually named Sal) said he'd stay open til I got there. He then repaired the rings for a reasonable price.
