I recommend Dr David Ritterband, based on Northwell / Manhattan Eye, Ear, and Throat Hospital on UES. Alternatively, Dr Jeffrey Liebmann at NYP/Columbia with outpatient office in Midtown East. Both are great ophthalmology specialists with surgery rights at their respective hospitals... and we have personal experience with both of them for both cornea treatment, as well as glaucoma, cataracts, and general eye issues!
